Emilee Fragapane wins 9th Bill of Rights Essay Contest

Emilee's essay "In Order to Form More Definitive Protection..." was far superior to any other entries and the prize of $1,000 was awarded to her. Emilee is home-schooled and also was the first prize winner in the 8th Bill of Rights contest in 2006.
