A bill which would prohibit the construction of a peripheral canal around the Sacramento-San Joaquin Delta without a full fiscal analysis and a vote of the state legislature won't even get a chance. Considered a long shot to begin with, the bill, AB13x7, by Assemblywoman Alyson Huber and co-authored by Senator Lois Wolk was "held hostage" says Huber, and not allowed to be part of the final package of water proposals.

"I am disheartened by the choice made by many of my colleagues tonight to leave the path clear for the construction of a canal," said Huber. "Leadership killed the bill in order to keep the package of water proposals they negotiated behind closed doors, with So Cal water interests, from being broken apart."

Despite support from many rank and file legislators Huber's bill was "held."  Not giving up, she introduced amendments to alter the main water policy bill to include the terms for building a canal, but those amendments "were killed before a vote was even taken."

"I will continue to fight for legislative oversight and fiscal analysis for a canal through other avenues," assures Huber.
